Delhi education system contributes 143 IAS Officers to Civil Service
in India every year 10 times per capita, per capita income of Delhi is
around Rs.250,000 presently, practically every house has 2-3 motor
vehicles and public transport is adequate, though not well connected,
Internet, Broad Band, Telecom, DTH services are up to 10X higher than
national average, household electricity consumption in Delhi is 3500
Units or three time of Mumbai– 10 times of MP or 3-4 times Gujarat, it
is common knowledge Delhi has more Cars than all big cities of India
combined. Delhi Metro is among the best in the world compared to Lame
Duck suburban services other Metro Cities.
Value of real estate has gone up 10X in 10 years points to rising prosperity.
Even an Economically Weaker Section house in Dakshinpuri sold by DDA
for few thousands is worth more than a large House in Los Angeles.
Water Supply is a big challenge because NGOs affiliated to opposition
sabotaged Renuka, Lakhwar & Vyasi Dams that are to ensure over 2000
cusecs to even 5000 cusec river flows even summer months as Upper
Yamuna Basin shall utilize over 7 BCM more water going waste to sea in
the absence of Storage Dams – for regulation of floods, and maximize
water availability. These Dams can be built in 2-3 years. Yamuna
waters flowing in river shall dilute sewage and accelerate biological
digestion 10 fold, penetration of Sun Light shall kill almost all
harmful organisms.

1.  SMART GARBAGE DISPOSAL – AVOID RAW FOOD IMPORTS:  Garbage is a big
problem in Delhi – 10,000 tones per day is largely food waste. Delhi
imports raw fruits and vegetables, generates most of the waste unlike
developed countries where 80% of fruits and vegetables are processed
at farms leaving behind all the fruits and vegetable waste to be
recycled as fertilizers.
2.  SMART FOODS: PROCESSED, HYGIENIC & NUTRITIOUS FOODS IMPORT: Delhi
shall import processed foods, fruit juices and half cooked rotis from
neighboring states, delivered like milk every day in the morning. This
shall boost income of farmers and rural economy. Instead of Rs.60 per
kg for raw vegetables – 500 gm of cooked Vegetables shall be delivered
for more or less same price. Women in Delhi are educated and very high
percent are working shall save up to two hours of cooking duties.
Every housing block shall have a corner Food Shop or Store so that
foods are available most of the time within walking distance or can be
ordered.
3.  SMART INFRASTRUCTURE: Delhi shall introduce INFRASTRUCTURE ACT to
make sure Public Funded Under Used or Unused Infrastructure is put to
optimum use. Delhi government shall publish Infrastructure Report on
Weekly or monthly basis. Any entrepreneur shall apply and make use of
under use Infrastructure. Best Broad Band, Internet, IPTV services etc
shall be provided to consumers.
4.  SMART INDUSTRIES: R&D BASED POLLUTION FREE INDUSTRIES BE PROMOTED.
Manufacturing Industries be shifted to neighboring states.
5.  SMART HOUSING:  New Rent Act empowering property owners to make
full use of their properties shall add 10% to Delhi GDP.
6.  SMART ELECTRICITY:  Delhi shall reduce Transmission Losses to 6%
world standard. Consumers shall be provided with SMART Energy monitors
on hire or Paid Bases to enable them monitor Energy Use any time –
guide them to reduce Energy Use by Self Regulations.
7.  SMART TRANSPORT:  All Transport Services shall be interlinked. Bus
Stops shall be located next to Metro Stations, Feeder Service by
Electric Vehicles & High Capacity Electric Trolley Buses be provided.
New Railway Terminal Stations be built and New Delhi Station Be
Expanded. New Railway terminal be installed at NOIDA connected to
DADRI so East Going trains by pass Delhi Region and save time.
8.  SMART SECURITY:  High Resolution CCTV be installed in each RWA or Block.
9.  SMART EDUCATION:  Education Policy shall provide Enrollment of
Children within 1-2 kilometers. Rotation of Teachers Every Three Years
shall ensure Uniform Standards. Incentives provided to high performing
teachers. Sports for 1-2 hours be compulsory every day. Teachers are
to be remotely monitored by Parents of children, to compare teaching.
All Professional Colleges are to match Global Standards Introduce
Latest Syllabus.
10.  SMART WATER SUPPLY: Delhi shall provide 24 hour Treated Potable
water supply. EXISTING LINES Shall be improved and HDPE pipes shall
ensure CONTAMINATION FREE water supply at Full Pressure. Smart meters
shall monitor supply at important junctions. Tube-wells if required
shall supply HARD WATER to fill up Over Head Tanks at night 10 AM to 5
PM for Flushing Toilets.
11.  SMART RENEWABLES:  Delhi homes shall have SolarPV and Solar Water
Heater program. Combined Heat & Power Generators be promoted and run
at full power particularly at peak times.
12.  SMARTEST POWER GRID:  Just 1% or 2% largest consumers shall be
subjected to power cuts or power supply restricted than entire feeder
Load Shedding.
13.  SMART TRAFFIC MANAGEMENT:  Car Pooling, Opening RWA Gates during
8 AM to 8 PM to reduce Traffic Congestion ‘CCTV Cameras to Look At
Traffic From Security Point of View’. No Parking allowed in Congestion
Zones. Severe penalty to be prescribed for Vehicles Blowing Horns and
or Making High Noise when passing through Residential Colonies, near
School & Hospitals.
14.  SMART PARKING:  Boundary wall of Houses be Demolished or
retracted to ensure MAXIMUM parking space for House Owners – Parking
on Road to attract Parking Tax or Periodical Fee depending on size.
15.  SMART DRAINAGE SEWAGE:  All Open Drains and Sewage be carried in
PIPES to provide clean environment. Top of the Sewage and Drains can
be used by light traffic, play grounds etc.
