The actress was recently spotted in Crown Plaza, Delhi for the press conference and interacted with the media.
Evergreen and the only Superstar amongst actresses for the longest time, Hema Malini is considered the unofficial ‘cultural’ ambassador for India as she made it her mission to propagate India’s diverse culture to the world. On being asked about her association with Synergy, she said, “I am extremely happy to present and establish synergy here. It has got a very interesting story behind its inception. Jayasmriti is the organization in the name if my mother and her inspiration was always to promote all the artists. So I am following her footsteps in promoting artists.”
She further added, “Synergy happened to me when I paid a visit to Georgia and saw their dance, when I offered them to perform in India they agreed and the result is in front of you all.  The performances will be showcased in Kolkata, Chennai, Bombay and Delhi and almost 70 dancers from India and Georgia will grace the occasion.” On being asked about the dance style, she said, “It is a different kind of dance that has no similarity with other dance styles. It is a powerful dance which is a traditional dance form of Georgia. And if we get the support in this, then, I will definitely bring Russian Ballet next year to India.”
No wonder looking at her contribution, service and mission like zeal to Indian culture and dance, Hema Malini is virtually the best to be the cultural ambassador of India. We also wish her all luck in this mission.

The hon’ble Minister of Human Resource Development, Shri Prakash Javedkar and UNESCO Director-General, Irina Bokova, who was undertaking her fourth official visit to India (30 August to 2 September 2017), jointly inaugurated the new premises of UNESCO New Delhi Cluster Office at 1 San Martin Marg, Chanakyapuri, on 30 August 2017, at 5.00pm.

The inaugural ceremony, was addressed by Dr Karan Singh, Member of Rajya Sabha and UNESCO Executive Board Member; Mr Kailash Satyarthi, Nobel Peace Prize Laureate, Mr Yuri Afanasiev, UN Resident Coordinator and Mr Shigeru Aoyagi, Director and UNESCO Representative to Bhutan, India, Maldives and Sri Lanka.

The building provided by Government of India has been designed by famed architect Satish Gujral, who was present at the ceremony.  Situated in the heart of capital’s diplomatic area, the building is a stunning medley of creative artistry and functionality.

“This building stands a symbol of the values shared by India and UNESCO, of our belief in the power of education, the sciences, culture, communication and information as foundations for sustainable development and a more just and peaceful world,” says UNESCO’s Director-General.

UNESCO’s friendship with India traces back to 1946, when India became one of the founding members of the Organization. A short film “70 years of UNESCO in India: Living in Harmony and Peace” was also screened during the event.

Over the decades, India has been an ardent and influential supporter of UNESCO’s mission and ideals, culminating in the visit of Prime Minister Narendra Modi to UNESCO Headquarters in April 2015. Ms Bokova’s visit is expected to further strengthen these ties.

On day one, the Director-General held bilateral meetings with the Minister for Human Resource Development and President of the UNESCO National for UNESCO, Prakash Javadekar; the Minister of Railways, Suresh Prabhu, the Minister of State for Culture, Tourism and Civil Aviation, Dr. Mahesh Sharma and addressed the closing ceremony of the two-day Regional Consultation of UNESCO New Delhi Cluster National Commissions.  She also participated in an international consultation on the Prevention of Violent Extremism through Education and in the Talking Across Generations event on 31 August organized by the UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP).

On 1 September, she will travel to Gujarat on a two-day trip and will visit the Rani-ki-Vav (Queen’s Stepwell), a World Heritage Site located in Patan.   During the final leg of her mission, she will visit the historic city of Ahmedabad, the first urban centre in India to be inscribed on the World Heritage List in July 2017, and will hand over the Certificate of Inscription to Shri Vijay Rupani, Chief Minister of Gujarat, at the event being organized by the state government.

  • RBI Annual Report confirms the concerns expressed by Aam Aadmi Party when demonetisation was announced
The Reserve Bank of India (RBI) released the final figures of currency returned after demonetisation was announced last year on 8th November, 2016 by Prime Minister Narendra Modi. The report claims that of the Rs 15,44,000 crore rupees of currency demonetised, Rs 15,28,000 crore has returned, and close to Rs 16,000 crore has not returned. These figures confirm the concerns expressed by National Convenor and Delhi Chief Minister Arvind Kejriwal and the Aam Aadmi Party.
Addressing a press conference on this issue, National spokesperson and senior leader of the party Sanjay Singh said, “When PM Narendra Modi announced that the government was demonetising high value currency, AAP and Arvind Kejriwal had said that demonetisation was the largest scam in the history of the country. We had said then that it would destroy the country’s economy, increase unemployment, result in collapse of small businesses, and that ordinary Indians will suffer the most.”
“The truth of demonetisation has finally been revealed by the RBI. On 15th August, Mr Modi claimed from the Red Fort that Rs 3 lakh crore black money had been recovered after black money. This, despite the fact that the RBI chairman had informed the Lok Sabha committee then that counting of notes was still on. The larger question is this: After demonetisation, the RBI had said on 27th November that Rs 14,18,000 crore had been demonetised. But now the RBI is claiming that the figure was actually Rs 15,44,000 crore.
What explains this discrepancy? Is this the amount of additional currency the RBI has received in counterfeit notes? Is the RBI lying to the country? It must answer these questions.”
“This is not just a failure of economics as some are calling, it is a monumental failure of policy. Including the Rs 1,10,000 crore discrepancy in the RBI’s claims about how much currency was demonetised and the Rs 21,000 crore spent in the printing of new notes, the country has lost Rs 1,31,000 crores in this entire exercise. Mr Modi is answerable to the people of India, and he must explain this massive loss.”
National Spokesperson and senior leader Ashutosh added, “Not only was demonetisation a scam of epic proportions, it was also detrimental to the health of the economy. The GDP growth between January to March quarter of 2016 was 8.5% and for the same period it was 6.1% in 2017. There has also been a drastic fall in the growth of the manufacturing sector since demonetisation.”

Instead of calling for the protection of these brave women, Maharaj sent a warning to the courts, saying they could be held responsible for further violence. But now, he is on the back foot. A petition has been filed against him in the High Court for making offensive remarks against the judiciary and his own party are said to be considering what to do with him.

The Confederation of All India Traders (CAIT) has called upon the Government to waive off penalty being charged on late filing of GSTR Form 3B which is summary return for the month of July.
CAIT President Shri B.C.Bhartia & Secretary General Shri Praveen Khandelwal said that assuming such scenario, the Finance Minister had announced taking lenient view for procedural lapses in initial months of implementation of GST.
 It is creditable that in the first month of its implementation, GST has fetched a revenue of about Rs. 93 thousand crores of rupees with about 65% business entities registered with GSTN portal. Though last date of filing GSTR Form 3B designed to furnish summary returns of transactions made in the month of July has already expired on 28th August but it is expected that remaining lot will file the return after paying penalty of Rs.100 per day with a maximum penalty limit of Rs.5,000 only-said the trade leaders.
The increase in GST revenue shows that traders across Country have adopted GST even though lot many technical glitches with GSTN portal and this could be one of the reason for non filing of July summary return by majority of remaining people.
In view of the same, the CAIT has urged Union Finance Minister Shri Arun Jaitley to waive off the penalty at lease for July and August GST returns. Any penalty clause at this point of time will be counter productive to GST adoption among trading community.
However,the recent experience of the traders with GSTN portal with regard to filing of GST Form 3B was not at all good and landed traders across Country in great trouble even for accessing the portal. The CAIT has asked the Government to ensure smooth functioning of GSTN portal at least to the extent that there should not be any login issue and to ensure that the portal works in a cohesive manner providing ease to Traders in complying with their tax compliance timely.
It is important to note that only a small section of about 80 lakh business entities registered with GSTN were trying to use the portal for filing very limited data, which was either inaccessible or showing errors or could not get the Form or Challan downloaded, keep the traders in a fix. In month of September, the portal has to take care of more than 3 billion vouchers which is certainly a gigantic task since each traders has to upload Invoice wise details on the basis of which the portal will prepare purchase statement of each entity which will be verified by the traders and thereupon tax liability will be derived after adjusting input credit.In case the system do not respond as happened last week, the entire GST eco system will come to a halt. Therefore, keeping in view of the crucial aspect of the issue, the Government must come forward to conducting a technology audit of GSTN portal.

The Petitioner most humbly and respectfully submits as under :-

1.  The Petitioner is a Mumbai based Non – Governmental Organisation (N.G.O.), for Social Welfare and Education, having Registration No. 1053-2011 G.B.B.S.D., having its Registered Office at the address as shown in the ‘Cause Title’ of the above Petition and as such, is engaged in the welfare of the society at large.

  1. The Respondent No.1 is the State of Maharashtra; Respondent No.2, is a Statutory Civil Authority established under the provisions of the Bombay Municipal Corporation Act, 1888 and the Respondent No.3, is the Pollution Control Board of the State of Maharashtraimplements a range of environmental legislation in the State of Maharashtra and functions under the administrative control of Environment Department of the Government of Maharashtra.

  1. The Petitioners by way of the present petition are aggrieved by the dismal condition of the coastal water of the city of Mumbai, which is polluted to the most extreme level, which is dangerous to the entire ecosystem and the public at large has been complaining about the same. Pertinently, the Petitioners, have personally surveyed the coastal areas of Mumbai City, to find out about the effects and causes of Water Pollution and have also read about the same, in several newspaper articles wherein, they (Newspaper Articles) have relied upon several reports on the causes and effect/impact of pollution of the coastal water and in one such report, which is formulated by one Institute known as, Helmholtz Centre for Polar and Marine Research, which was published in Mirror Now, in its online article dated 15th May 2017, it is stated based on their survey that
“…Mumbai’s coastline is now considered among the most polluted in the world. And one of the reasons for this is that the sewage receives a basic preliminary treatment before it is pumped into the sea…”
Hereto annexed and marked Exhibit ‘A’ are the copies of the photographs clicked on 30-07-2017, of the Mumbai’s coastline at Marine Drive which shows/reflects untreated sewage/waste piled up in huge quantities on the coast line. Hereto annexed and marked as Exhibit ‘B’ is the computer print out of the said Mirror Now online article dated 15th May 2017.

  1. Pertinently the Respondent No.3, had conducted a survey which was reported in an article published by English Daily – ‘Hindustan Times’ dated 18/07/2017 wherein, it is stated that the Respondent No. 3 analyzed the water quality along Mumbai’s Coast Line during the period between January and May, 2017, in order to create a Water Quality Index (WQI). The quality of coastal water at Juhu, Girgaum and Haji Ali recorded 44, 45 and 45.2 WQI levels. Whereas, Mahim recorded 45.2, Worli Sea-face 46.1, Nariman Point 46.8 and Dadar Chowpatty 46.8 respectively. According to the readings WQI levels between 38 and 50 are classified as polluted; a reading between 63 and 100 indicates clean water. Mithi’s WQI is 28, which means highly polluted water. The reason which the Respondent No.3 assigned for the polluted costal water are insufficient sewage treatment and untreated sewage from slums. Hereto annexed and marked Exhibit ‘C’ is the computer generated printout of the said article dated 18/07/2017, published in said English Daily ‘Hindustan Times’.

  1. Moreover, according to several other reports other than the reports/surveys conducted by the Respondent No.3, also spell out the reasons as to why Mumbai’s Coastal Waters are dirtiest/ most polluted in the world and the same is not only dangerous/harmful to the well-being of the residents of Mumbai City, but also hazardous to plants as well as, aquatic/marine life and the same has also been reported by India Times News published online on 3rd April 2017, wherein it has also been reported based on survey done by one – Alfred Wegener Institute (AWI), Helmholtz Centre for Polar and Marine Research, Germany, which revealed that the litter on the four beaches in Mumbai, viz., Juhu, Versova, Dadar and Aksa ; there were 68.83 items of waste/debry, per sqm. and the majority of such waste/debry consisted of micro-plastics (41.85%)  ranging in size from 1mm to 5mm. Hereto annexed and marked Exhibit ‘D’ is the computer generated print out of the said article dated 3rd April 2017.

  1. Further, according to a study done/conducted/ carried- out by the National Environmental Engineering Research Institute (NEERI), Nagpur, the level of faecal coliform (FC) — a bacterium found in human and animal excreta — is between 100 and 1,000 times higher than the permissible limit set by law, and  the said study is focused on the impact of sewage discharges on the water quality on the west coast, which further reveals/unearths/brings to light that even the slightest intake of such contaminated sea water by a resident swimming therein, could lead to gastrointestinal illnesses like nausea, vomiting, diarrhoea and stomach pain, headaches, fevers, respiratory infections and skin and eye irritation. The same has been reported by the English Daily ‘Hindustan Times’ dated 25/07/2016. Hereto annexed and marked Exhibit ‘E’ is the computer generated print-out of the said article dated 25th July,

  1. The Petitioners state that they have personally visited the coastline of Mumbai on 30-07-2017, and were shocked, surprised and dismayed to notice that there are several points along the coastline at Marine Drive, Mumbai, where they found that the sewage is discharged through big sewage pipes directly into the Arabian Sea at the coast line itself whereas, it is the duty and the responsibility of the Respondent No.2 – Corporation, to discharge sewage at the distance of about 3.7kms from the coast line, which is a practice followed world-wide in-order to keep the coast line clean. Hence, the Corporation is itself flouting with the rule of law, which is one of the primary reason for contamination/pollution of coastal water, which as aforesaid has resulted in Mumbai’s coastal water as being one of the most polluted in the world. Hereto annexed and marked Exhibit ‘F’ are the photographs dated 30-07-2017, of the points along the coast line at Marine Drive, Mumbai, which shows that sewage is being discharged from a big sewage pipe, for which the Respondent No.2 – Corporation is wholly and solely responsible.

  1. The Petitioners state that when they visited Mumbai’s Coastline they found that the trees which are planted on the promenade/footpath there, have no leaves on that part of the tree which are facing the coastline and the same is because of the spill over of the coastal water on the trees, during high tides and the same further establishes the fact that the water is polluted to extreme levels which is prima facie unfit/dangerous/hazardous to entire ecosystem. Hereto annexed and marked as Exhibit ‘G’ are the photographs such trees at the Marine Drive at Mumbai.

  1. The Petitioners further state that the Respondent No.2, are fully aware that they are not treating all the waste at the sewage treatment plants in Mumbai, to the optimum/prescribed level, in order to make it fit for releasing the same into the sea. Moreover the Respondents have further contributed in making Mumbai’s sea, as one of the most polluted in the world, by being aware of the fact that about 25% of waste/sewage is directly discharged into the sea without receiving/ being subjected to any kind of treatment of whatsoever nature, as the same is the sewage released /discharged from slums and small scale industries loacted in the vicinity of the Mithi River. The Respondent No. 2 – Corporation is turning a blind eye to the unabated/uninterrupted flow of such untreated sewage by slum dwellers, which accounts for about 25% sewage generated on a daily basis in Mumbai City. The Respondent No.2 as well as the Respondent No.1, have to come up with a clear policy to cut down the flow of such sewage by slum dwellers by formulating a law in that regard or by way of imposition of a provision under the existing laws, by way of amendment. Hereto annexed and marked Exhibit ‘H’ are the photographs dated 30-07-2017, clicked by the Petitioners at ‘Mithi River’, Dharavi, showing the amount of garbage accumulated/gathered on the surface of the said river and the same also shows, that the sewage is discharged from the slums directly into the said river, as the sewage discharge pipes are clearly visible therein. Thus, the Respondent No.2, has not laid out the drainage system in the slum areas, which as per reports accounts to 25% of untreated sewage into the sea.

  1. The Petitioners further state that as per various surveys conducted relating to the impact/effect of contaminated sea water on the fishes consumed by the residents of Mumbai, which are caught by fishermen within certain kilometres of the coastline, have concluded/held that if, such fishes are consumed then, the same is dangerous to human life, as such fishes carry toxicants, on account of pollution in the sea.

  1. That therefore, this Hon’ble Court be pleased to issue writ of mandamus or any other writ in the nature of mandamus or any other appropriate writ or order or direction and thereby, frame appropriate guidelines to stop the pollution of the coastal waters of Mumbai City.

  1. That this Hon’ble Court be further pleased to direct the Respondents to discharge the sewage at an appropriate distance and stop discharging the same at the coast line;

  1. That this Hon’ble Court be further pleased to direct the Respondents to immediately frame appropriate policy/law in-order to stop the flow of sewage into the ‘Mithi River’, by laying dranage system in the vicinity of the said river and also, to impose penalty on all the dwellers and industrial houses in the vicinity of the said river in case they are found discharging the same in the said river.

  1. That this Hon’ble Court be further pleased to direct the Respondents to upgrade its sewage treatment plants and also further, be pleased to direct them to form a mechanism to verify whether all the sewage treated at such plants is treated to its optimum level.

  1. That this Hon’ble Court be pleased to direct the respondents to increase the number of sewage treatment plants in Mumbai.

  1. That pending the hearing and final disposal of the above Petition this Hon’ble Court be pleased to appoint a commission to assist this Hon’ble Court with regard to the subject-matter of the above Petition.

  1. That the Petitioner has filed the above Petition in a great hurry/urgency and therefore, the Petitioner reserves the right with the leave of this Hon’ble Court to add/alter and/or amend any of the above grounds, and also to correct any technical/provisional requirement of law, if any, with the leave of this Hon’ble Court.

  1. That, the petitioner has not filed any petition in this matter before this Hon’ble High Court or Supreme Court of India, touching the subject-matter of the above Petition.

  1. To the petitioner’s knowledge the Respondent have not filed any caveat application under Section 148-A of Code of Civil Procedure, 1908 in this matter.

  1. That the Petitioner has no other efficacious remedy but, to approach this Hon’ble Court by way of the above Petition which is in the interest of the Public at large.

  1. The Petitioner has paid the prescribed court fees

  1. That the reliefs as prayed for, is granted then no loss, harm, damage, prejudice, and/or injury shall be caused to the Respondents however, if the same are not granted then the same shall result in grave loss, harm, prejudice and injury to the Petitioner, and the same cannot be compensated in terms of money. Moreover, the non grant of reliefs shall result in travesty and miscarriage of justice.

  • that this Hon’ble Court be further pleased to direct the Respondents to upgrade its sewage treatment plants and also further, be pleased to direct them to form a mechanism to verify whether all the sewage treated at such plants is treated to its optimum level;

  • that this Hon’ble Court be pleased to direct the respondents to increase the number of sewage treatment plants in Mumbai;

  • That pending the hearing and final disposal of the above Petition this Hon’ble Court be pleased to appoint a commission/panel of experts to assist this Hon’ble Court with regard to the subject-matter of the above Petition;

  • for any other and further order as this Hon’ble Court may deem fit and proper, be passed.

A delegation of opposition parties on Thursday met President Ram Nath Kovind and urged him to ensure that a floor test is conducted in the Tamil Nadu assembly so that the Edappadi Palaniswami government proves its majority.

Modi government with mixed reactions is being appreciated by many and being criticized by others for not adhering to promises PM Narinder Modi made before elections or in the saffrons manifesto. Most of the citizen still rate him the performers at various levels but on the question of employment,ease of business, corruptions at lower levels their is either no progress or citizen are finding the situation not conducive. Rahul Gandhi Vice President Congress party remarked in lighter vein on his Facebook promotional page said the  Champions of Lokpal is in deep slumber. The government has received some better markings from the international rating agencies.
Lokpal mentioned in constitution of India needs our attentions. In this context  For anti- corruptions, and ease of business and conduct of politicians, national campaign  on the Anti corruption was  initiated in the year 2011 for appointment of  Lokpal and Lokayukta which is still in cold storage. विषय- लोकपाल और लोकायुक्त की नियुक्ती करने, संसद में प्रतीक्षित भ्रष्टाचार को रोखनेवाले सभी सशक्त विधेयकों पर सही निर्णय होने और किसानों की समस्याओं को ले कर स्वामीनाथन आयोग की रिपोर्ट पर अमल होने के लिए दिल्ली में आंदोलन करने हेतु….
भ्रष्टाचार मुक्त भारत का सपना देखते हुए अगस्त 2011 में रामलिला मैदान पर और पुरे देशभर में ऐतिहासिक आंदोलन हुआ था। इस आंदोलन को देखते हुए 27 अगस्त 2011 के दिन भारतीय संसद में ‘Sense of the House’ से रिज्युलेशन पास किया गया था। जिसमें केंद्र में लोकपाल, हर राज्यों में लोकायुक्त और सिटिझन चार्टर ऐसे महत्त्वपूर्ण मुद्दों पर जल्द से जल्द कानून बनाने का निर्णय किया गया था। इस रिज्युलेशन को लेकर केंद्र सरकार ने लिखित आश्वासन देने के बाद बडे उम्मीद से मैने 28 अगस्त के दिन अपना आंदोलन स्थगित किया था। भ्रष्टाचार मुक्त भारत के लिए जनता के मन में बडी उम्मीद जगानेवाली इस ऐतिहासिक घटना को अब छह साल पुरे हो चुके हैं। लेकिन आज छह साल बाद भी भ्रष्टाचार को रोखनेवाले एक भी कानून पर अमल नही हो पाया। इससे व्यथित हो कर मै आज आपको यह पत्र लिख रहां हूँ।
आपकी सरकार सत्ता में आने के बाद ३ साल में लोकपाल और लोकायुक्त की नियुक्ती के संबंध में तारिख 28/08/2014, 18/10/2014, 01/01/2015, 01/01/2016, 19/01/2017, 28/03/2017 को हमने लगातार पत्राचार किया। लेकिन आप की तरफ से कार्रवाई के तौर पर कोई जबाव नहीं आया। देश में बढते हुए भ्रष्टाचार को रोकथाम लगे इस लिये लोकपाल और लोकायुक्त कानून की मांग को ले कर देश की जनता ने एक शांतिपूर्ण आंदोलन किया था। तब देश में गांव-गांव, शहर-शहर के लाखों की संख्या में लोग, स्कुल के बच्चे और कॉलेज के नवयुवक आंदोलन के लिए रास्ते पर उतर आए थे। क्योंकी भ्रष्टाचार के कारण आम जनता को जीवन जीना मुश्किल हो रहा था। देश में आजादी के बाद शायद पहली बार इतनी बडी संख्या में लोग आंदोलन में उतर आए थे। यह पुरा आंदोलन अहिंसा के मार्ग से हुआ। किसी ने एक पत्थर तक नहीं उठाया। भारत के इस अहिंसात्मक आंदोलन की चर्चा दुनिया के कई देशों में हुई थी। जनशक्ती के इस आंदोलन के कारण 42 साल बाद तात्कालिक सरकारने लोकपाल, लोकायुक्त का कानून 17 दिसंबर 2013 को राज्यसभा में और 18 दिसंबर 2013 को लोकसभा में ऐसे दोनों सदनोंमें बहुमत से पारित हो गया। उसके बाद 1 जनवरी 2014 को महामहीम राष्ट्रपतीजीने इस कानून पर अपने हस्ताक्षर कर दिए थे।
लोकपाल और लोकायुक्त कानून बनते समय संसद के दोनो सदनों में विपक्ष की भूमिका निभा रहे आपकी पार्टी के नेताओं ने भी इस कानून को पुरा समर्थन दिया था। उसके बाद हुए चुनाओं में 26 मई 2014 को आपकी पार्टी की सरकार सत्तामें आयी। लोकपाल आंदोलन के बाद देश की जनता ने बडी उम्मीद से आपके नेतृत्व में नई सरकार को चुन कर दिया था। नई सरकार को प्रतीक्षित मुद्दों पर अमल करने के लिए पर्याप्त समय देना जरुरी था। ऐसा सोचकर मैने आपको याद दिलाने के लिए पिछले तीन साल में कई बार पत्र लिखा। लेकिन आपने कार्रवाई के तौर पर ना तो पत्र का जवाब दिया, ना ही अमल किया। ना कभी जनता के साथ संवाद करते समय और ना कभी मन की बात में लोकपाल और लोकायुक्त का जिक्र किया। सत्तामें आने से पहले आपने देश की जनता को ‘भ्रष्टाचार मुक्त भारत निर्माण के लिए प्राथमिकता देंगे’ ऐसा आश्वासन दिया था। आज भी नया भारत बनाने के लिए भ्रष्टाचार मुक्त भारत निर्माण करने का संकल्प करने हेतु आप बडे बडे विज्ञापन के माध्यम से जनता को संदेश दे रहे है। लेकिन आज भी हर राज्योंमें पैसा दिए बिना आम नागरिकों का काम नहीं होता, यह वास्तव हैं। याने जनता के जीवन के साथ जुडे हुए प्रश्नों पर भ्रष्टाचार बिलकूल कम नहीं हुआ हैं। जनता प्रतिदिन यह अनुभव कर रही हैं।
लोकपाल और लोकायुक्त कानून पर अमल होने से 50 से 60 प्रतिशत भ्रष्टाचार को रोकथाम लग सकती हैं। फिर भी आप इस कानून पर अमल नहीं कर रहे है। लोकपाल और लोकायुक्त कानून के साथ सिटिजन चार्टर बिल, The Prevention of Bribery of Foreign Public Officials and Officials of Public International Organization Bill 2011, Judicial Standards and Accountability Bill 2012, The Prevention of Money Laundering (Amendment) Bill, The Public Procurement Bill 2012 और व्हिसल ब्लोअर बिल यह सभी बिल भ्रष्टाचार को रोखनेवाले हैं और संसद में प्रतीक्षित है। तात्कालिक सरकारने यह सभी बिल लोकपाल आंदोलन के समय जनता की मांग पर संसद में लाये थे। लेकिन आप उसके बारे में ना कुछ बोलते है, ना कुछ करते है। फिर कैसे होगा भ्रष्टाचार मुक्त भारत ?
जनता में सिर्फ संकल्प करने सें नही बल्की कानुन के आधार पर उनके होथो में अधिकार दिये जाने से भ्रष्टाचार मुक्त भारत होगा। सुचना का अधिकार कानून इसका एक उदाहरण है । संसद में नेता विपक्ष ना होने के कारण लोकपाल और लोकायुक्त की नियुक्ती नहीं कर सकते ऐसा आपकी सरकार का कहना है। वास्तविक लोकपाल, लोकायुक्त कानून में यह प्रावधान किया गया है कि, ‘लोकपाल चुनाव कमेटी में कोई पद रिक्त होने से अध्यक्ष अथवा सद्स्य इनकी नियुक्तीयाँ अवैध नहीं होगी।’ हैरानी की बात हैं की, कानून में स्पष्ट प्रावधान होते हुए भी आप 3 साल से लोकपाल और लोकायुक्त नियुक्ती नहीं कर रहे है। सर्वोच्च न्यायालय ने भी आपकी सरकार को बार-बार फटकार लगाई है। जबकी एक तरफ सीबीआय प्रमुख की नियुक्ती नेता विपक्ष ना होते हुए भी आप करते है और लोकपाल के लिए विरोधी पक्ष नेता ना होने की बहानेबाजी हो रही है। एक प्रकार से आप जनभावना का और सर्वोच्च न्यायालय का अनादर कर रहें हैं। यह बडी दुख की बात है।
आश्चर्यजनक बात यह है कि, जिस राज्यों में विपक्ष की सरकारें हैं वहां तो नहीं लेकिन जिस राज्यों में आपके पार्टीकी सरकारे हैं वहां भी नये कानून के तहत लोकायुक्त नियुक्त नहीं किए गये हैं। इससे यह स्पष्ट होता है की आप के पास लोकपाल लोकायुक्त कानून पर अमल करने के लिये इच्छाशक्ति का अभाव है। आपके कथनी और करनी में अंतर पड रहा है। फिर कैसे होगा भ्रष्टाचारमुक्त भारत? जिस संसद ने देश के लाखो लोगों की मांग पर यह कानून बनवाया और राष्ट्रपतीजीने हस्ताक्षर किए फिर भी उस कानून पर अमल ना करना, क्या यह जनता, संसद और राष्ट्रपतीजी का अवमान नहीं है?
कृषिप्रधान भारत देश में किसान प्रतिदिन आत्महत्या कर रहे हैं। खेती पैदावारी में किसानों को लागत पर आधारित दाम मिले इसलिए मैंने कई बार पत्र लिखा था। लेकिन आपकी तरफ से ना कोई जबाब आया ना स्वामीनाथन कमिटी की रिपोर्ट पर कार्रवाई हुई। पिछले कई दिनों से महाराष्ट्र, मध्य प्रदेश, तमिळनाडू, आंध्र प्रदेश, तेलंगना, हरियाना, राजस्थान ऐसे विविध राज्यों में किसान संघठित हो कर आंदोलन कर रहें हैं। देश के किसानों के दुख के प्रति आपके दिल में कोई संवेदना नहीं हैं यह तीन साल से दिखाई दे रहा है। आप जितनी चिन्ता कम्पनी मालिक और उद्योगपतियों के बारे में करते दिख रहे हैं उतनी चिन्ता किसानों के बारे में नही करते। यह कृषिप्रधान भारत देश के लिए बडी दुर्भाग्यपूर्ण बात हैं।
हालही में आपकी सरकारने वित्त विधेयक 2017 को धन विधेयक के रुप में पेश करके राजनैतिक दलों को उद्योगपतियों द्वारा दिए जानेवाले चंदे की 7.5 प्रतिशत सीमा हटाई हैं। और कम्पनी जितना चाहे उतना दान राजनीतिक दल को दे सकती है, ऐसा प्रावधान किया है। जिससे लोकतंत्र नही बल्कि पार्टीतंत्र मजबूत होगा। वास्तविक रूप से अगर आपको किसान और गरिबों की इतनी चिन्ता होती तो आप इस कानून में संशोधन करके यह प्रावधान करते कि, कंपनियाँ जितना चाहे उतना दान राजनीतिक पार्टी को नहीं बल्कि गरीब और किसानों के लिए दे सकती है। अगर ऐसा होता तो लोकतंत्र मजबूत हो कर किसान और गरिबों को न्याय मिल जाता। लेकिन आपके अंदर गरीबों और किसानों के प्रति संवेदनशीलता नहीं है यह स्पष्ट होता है। अगर किसानों के स्थितीपर हल निकालना हैं तो स्वामिनाथन आयोग की रिपोर्ट पर पुरी तरह से अमल होना, खेती पैदावारी को लागत पर आधारित दाम मिलना और किसानों तथा मजदुरों को आर्थिक सुरक्षा दिलाने के लिए प्रतिमाह पेन्शन योजना शुरू करने की जरुरत हैं।
राजनीतिक पार्टीयों को सूचना के अधिकार के दायरें में लाने की मांग जनता की ओर से कई सालों से हो रही हैं। मा. सुप्रिम कोर्ट ने भी सरकार को इस बारे में स्पष्ट निर्देश दिए थे। अगर आप वास्तव में पारदर्शिता की अपेक्षा करते हैं तो राजनैतिक पार्टियों को सूचना के अधिकार के दायरे में लाने का संशोधन करना भी जरुरी हैं।
भ्रष्टाचार को रोखने तथा सही लोकतंत्र को मजबूत करने के लिए सत्ता का विकेंद्रिकरण जरुरी हैं। इसके लिए जल, जंगल और जमिन को लेकर ग्रामसभा को अधिकार देनेवाला कानून बनना जरुरी हैं। उसके साथ राईट टू रिजेक्ट, राईट टू रिकॉल और महिलाओं को हर स्तर पर कानून के तहत सम्मानजनक अधिकार देनेवाले कानून भी आवश्यक हैं। सिर्फ जगह जगह पर पोस्टर लगाने से महिलाओं को सम्मान कैसे मिलेगा? लोगों के हाथ में अधिकार देने से जनसंसद मजबूत होगी। क्यों की लोकतंत्र में जनसंसद का स्थान सबसें उँचा है। अगर यह जनसंसद जाग गई तो लोकपाल और लोकायुक्त, किसानोंकी समस्या तथा सभी प्रतीक्षित मुद्दों पर निश्चितरूपसे हल निकलेगा ऐसा हमे विश्वास है।
इसके पहले 28 मार्च 2017 को मैने आपसे पत्र लिखा था कि, अगर लोकपाल और लोकायुक्त कानून पर अमल नही होता तो मेरा अगला पत्र दिल्ली में होनेवाले आंदोलन के बारें में होगा। उसी पत्र के मुताबिक मैंने समाज और देश की भलाई के लिये दिल्ली में आंदोलन करने का निर्णय लिया हैं।
35 साल से मै आंदोलन करते आया हूँ। लेकिन कभी किसी पक्ष और पार्टी या व्यक्ती के विरोध में आंदोलन नहीं किया हैं। सिर्फ समाज और देश के हित के लिए आंदोलन करते आया हूँ। 3 साल तक मैने आपकी सरकार को याद दिलाते हुए बार-बार पत्र लिखकर लोकपाल और लोकायुक्त नियुक्ती के लिए और किसानों को अपने खेती में पैदावारी के खर्चेपर आधारीत सही दाम मिले इसलिए लिखा था। लेकिन आपने उसका जवाबही नहीं दिया और कुछ भी कार्रवाई नही की। इसलिए अब मैने दिल्ली में आंदोलन करने का निर्णय लिया है। जब तक उपरोक्त मुद्दों पर जनहित में सही निर्णय और अमल नही होता तब तक मै मेरा आंदोलन दिल्ली में जारी रखुँगा । अगले पत्र में आंदोलन की तारीख तथा स्थल के बारे में अवगत किया जाएगा।

The Subject-Lokpal and lokayukta, the awaited corruption in the parliament to be the right decision on all empowered bills and taking farmers problems in Delhi to act in Delhi to act in Delhi.
Corruption Free India was dreaming of August in August 2011 and there was a historical movement in the whole country. After the arrival of your government in the 3 years, Lokpal and lokayukta on the niyuktī of Lokpal 28/08/2014, 18/10/2014, 01/01/2015, 01/01/2016, 19/01/2017, 28/03/2017, 28/03/2017, 28/03/2017, 28/03/2017 But you did not answer as an action from you. In the country there was anti-corruption prevention and lokayukta the people of the country had taken a peaceful movement. Then people in the country, in the country, the number of millions of people in the city, the city and the college youth had come down on the way. Because of corruption common people were going to live life hard. After Independence in the country, the first number of people had come down in the movement. This whole movement was from the way of non-violence. No one has picked up a stone. This non-violent movement of India was discussed in many countries of the world. Due to this movement of janaśaktī, 42 Government Lokpal, lokayukta the law was passed on 17th December, 2013 in Rajya Sabha and on 18th December 2013 in Lok Sabha. After that, on 1th January 2014, the mahāmahīma rāṣṭrapatījīnē had his signature on this law.
Lokpal and lokayukta, the leaders of your party were also supported by the role of the opposition in both the houses of Parliament. After him, on 26th may 2014, the government of your party was sattāmēṁ. After Lokpal movement, the people of the country had chosen the new government in your leadership. The new government was required to work on the most awaited issues. When I think I wrote a letter in the last three years to remind you. But you did not respond to an action, nor did it act. Don’t ever communicate with the public and not always mentioned the mind and lokayukta. Before you come to the people, you will give preference to the people of the country ‘corruption free India’. Even today to make a new india to make corruption free India, you are giving the message to the public through a big big ad. But even today, every rājyōmmēṁ money doesn’t work without ordinary citizens, it’s really. There is no less corruption on the people connected with the life of the people. People are experiencing this every day.
Lokpal and lokayukta will take effect from 50 to 60 per cent corruption in law. However, you are not working on this law. Lokpal and lokayukta, citizen’s Charter Bill, the prevention of foreign public and officials, Public International Organization Bill 2011, judicial and accountability Bill 2012, the prevention of money laundering (Amendment) Bill, the public Procurement Bill 2012 and whistle blower Bill, all the bills are rōkhanēvālē and is awaited in Parliament. Urgent Government, it was brought in the parliament on the demand of all the bill lokpal movement. But you don’t speak about him, don’t do something. Then how will corruption free India?
Not only in the public but the law will be freed from the law of the law. The right of information is an example of the law. In Parliament, the leaders are not the opposition to the opposition and the lokayukta can not be niyuktī. The Real Lokpal, lokayukta, lokayukta law has been given, the president or members will not be illegal by being empty in lokpal election committee. ‘ wonder ‘, there are a clear provision in law, and you don’t have 3 years to lokpal. The Supreme Court also has all your government repeatedly. While the niyuktī head of the sībī’āya head is not the opposition, you don’t have to be opposition and anti-opposition leaders. One type of janabhāvanā and disrespect the supreme court. It’s a big sad.
It is surprising that the state governments are not in the states but in the states, there are not been appointed as the case against the new law. This is clear to you to have a lack of power to act in lokpal lokayukta. Your actions are in a difference. How then will india be? The Parliament has built this law on demand for millions of people, and do not act on the law, whether it is not contempt of people, Parliament and rāṣṭrapatījī?
A farmers are committing suicide daily in India. In Agriculture, farmers got the cost based on the cost of farmers so I wrote several times. But from your side, no response did not come on. From last several days Maharashtra, Madhya Pradesh, tamiḷanāḍū, Andhra Pradesh, Telangana, hariyānā, Rajasthan are doing a movement by the kisan and farmer in various states. There are no condolences in your heart for the suffering of the country. It is from three years. You do not care about the care company owner and business. This a is a big unfortunate thing for India country.
Recently, your government has been removed 7.5 per cent range of funds and the political parties in the form of business as a money bill. And the company can give as much donations as much as the company can give. Not democracy, but it will be strong. If you were so worried about farmer and garibōṁ, you would have made it in the law by amending the law that the companies may not donate as much as the political party but for poor and farmers. If this happens, democracy is strong and get justice. But you don’t have sensitivity to poor and farmers. It is clear. If you are removing the farmers solution, the report of the svāmināthana commission has to be fully implemented, the cost of agriculture will cost the cost of getting the cost of the cost and farmers and farmers.
The demand for political pārṭīyōṁ is getting from the public for many years. Hon. Suprima court also gave clear instructions about the government. If you really expect transparency, political parties are also necessary to amend the rights of the information.
Corruption is necessary to strengthen the corruption and strong democracy to strengthen the right democracy. It is necessary to do gramsabha to gramsabha gramsabha, forest and jamina. Since 35 years I have movement. But never have a movement in opposition to a party and party or person. Just had movement for the interest of society and country. Till 3 years I remind you of your government repeatedly and lokayukta lokpal and lokayukta niyuktī for niyuktī and farmers have found the right price in their harvest. Written. But you didn’t give him his javābahī and don’t take any action. So now I decided to have movement in Delhi. IFAD and India to discuss shared rural poverty alleviation efforts

New Delhi, 30 August 2017 – Officials of the International Fund for Agricultural Development (IFAD) are in New Delhi this week to discuss how to best support India’s efforts to alleviate rural poverty, achieve national development objectives and contribute to the 2030 Agenda for development.
For nearly four decades, IFAD-funded projects have targeted the poorest and most vulnerable groups in India’s rural communities, delivering important results. For example, the Tejaswini Rural Women Empowerment Programme is combatting malnutrition in six districts in Madhya Pradesh, by working with poor rural women to improve their understanding of nutrition, as well as increasing the availability of healthy foods. Activities include training households to grow a variety of vegetables in garden plots and to better understand the micronutrient value of locally grown food. In addition, the programme works with smallholder farmers to produce and eat minor millets, a food that is nutrition-dense and also resilient to climate change effects.
In Maharashtra the programme is helping empower women by creating a federation of women’s self-help groups, which provide poor rural women with access to the credit and training needed to start income-generating activities. Currently, IFAD has nine ongoing projects and programmes that address a wide-range of development challenges.
A specialized United Nations agency and international financial institution, IFAD has financed 28 rural development programmes and projects in India since 1979. This amounts to a total IFAD investment of US $1 billion or $2.75 billion when complimentary funds from the Indian government and others are included, directly benefiting more than 4.5 million rural households.
While in India, the delegation will meet with government officials including: Shobhan Pattanayak, Secretary, Ministry of Agriculture and Farmers’ Welfare; Amarjeet Sinha, Secretary, Ministry of Rural Development; Naveen Verma, Secretary, Ministry of Development of North Eastern Region; and Dinesh Sharma, Special Secretary, Department of Economic Affairs, Ministry of Finance.

Even as the country’s financial capital reeled under the impact of heavy rains, the Shiv Sena, which rules the Brihanmumbai Municipal Corporation, on Wednesday complimented the civic body for ensuring that the situation did not “go out of hand”.
The saffron party has been ruling the cash-rich Mumbai civic body since over two decades.
“The BMC’s preparedness to tackle the natural calamity ensured that the situation did not go out of hand. The civic body should be complimented for this. Even after heavy rains, no big untoward incident has taken place,” the Sena said in an editorial in its party mouthpiece Saamana.
“Mumbai and Maharashtra have always received the blessings of Ganpati. We believe that God will ease this trouble as well,” the Uddhav Thackeray-led party said.
It said the heavy downpour reminded the megapolis of the cloudburst on July 26, 2005, when there was about 950 mm rainfall in 24 hours.
“Even the IMD on Monday said the rainfall was more than their expectations. The sun was not visible throughout the day and the high tide added to the city’s woes. Yet, Mumbai’s spirit won over the natural calamity,” it said.
Torrential rains pounded the metropolis throughout the day on Tuesday. The city gauged a whopping 298 mm of rainfall, the highest in a day in August since 1997.
The city and its suburbs virtually have a public holiday today with Maharashtra Chief Minister Devendra Fadnavis advising people to stay home.
