Nikol Pashinyan nominated PM

Nikol Pashinyan formally gets to his wish  for the post of prime minister by his supporters, after two weeks of protests. Nikol  Pashinyan asked his supporters to a halt to protests in order to deliberate  with all political forces ahead of a crucial vote on Tuesday. He told the massive gathering of his supporters that he was ready for the role. “Looking into your eyes, I can say that yes, I am ready — with a great sense of responsibility to assume the prime ministerial duties,” Pashinyan said.

Pashinyan,the solo candidate in the running for the premiership  with pursuing  his leadership can get rid of  Armenia of corruption and poverty and conduct free and fair parliamentary elections. Nikol  the former newspaper editor need votes from the ruling Republican Party, a majority of seats in parliament  to seal his premiership in a vote by lawmakers on Tuesday.
Protesters began a march in the Armenian capital, Yerevan Sunday after protest leader Nikol Pashinyan urged supporters to resume demonstrations and block roads following more than two weeks of street protests. Despite “a certain progress,” the MP called on “non-violent actions of civil disobedience,” Interfax quoted him as saying during a Facebook Live broadcast.
Armenia has been gripped by mass protests since April 13, following former President Serzh Sargsyan’s election as new prime minister. Sargsyan resigned from the office this week, while the ruling Republican party chose not to run its candidate.

Putin praises Korean peace talks

Russia will keep contributing to mending ties between South and North Korea, President Vladimir Putin told his South Korean counterpart, Moon Jae-in in a phone call on Sunday, according to the Kremlin press service. The leaders assessed commitments reached during the Friday summit between Moon and North Korean leader Kim Jong-un as “positive,” particularly noting the common goal of complete denuclearization on the peninsula. Putin highlighted the “importance of further efforts of all parties involved [in a] political and diplomatic solution.”

Today is Labour Day, or May Day, as a symbol of unity of workers worldwide. Here is another round of random reflections for your perusal:
  • Most Indian cities are crowded and chaotic. Unplanned growth and informal settlements make urban planning quite a challenge. However, Ahmedabad seems to have made these challenges into practical opportunities. The city is clean; its pavements are used by pedestrians; and, traffic on the road does follow some rules. It can be said to have ‘disciplined informality’. As a UNESCO Heritage city, Ahmedabad is living up to its name. How can other cities become so ‘smart’ too?
  • I have been observing that urinals in public places seem to have no standards. In my visits to restaurants, railway stations, airports, offices, cinemas etc., I find each men’s room has its own design for urinals. I am a man of average height—5 feet 6 inches. But, I find some urinals too high, some too low, some very wide, some not so. Likewise, the partitions between urinals are also of varying heights, designs, sizes and materials. I do not whether such realities exist in women’s toilets, but surely such necessities of life can be standardised?
  • Much concerns have been lately raised about privacy of personal data on Facebook and other social media. It seems that mere acts of saying hello or clapping result in ‘pulling out’ of all of one’s genealogy, history and mailing lists. Being connected is a huge risk today. Is isolation a solution? Or, we return to hand-written notes through ‘snail’s’ speed, mail system? At least, our private love letters would remain private? And choice of one friendship need not be in ‘sight’ of others?
  • As a city, London is perhaps the most inclusive place for all nationalities, cultures and foods. It has a certain charming way of combining the old and the new. Many historical sites and neighbourhoods, popularised through English literature over the centuries, have been ‘re-created’ in contemporary comfortable forms. Despite its urban expanding concrete, it has maintained its parks and gardens for access and use by all. No wonder, many young people from around the world gravitate to London.
  • Many sports have been a part of English life over history. But soccer occupies a special status these days. UK is one of the few places where mechanisms for betting on matches and players are legally well established. One can bet on the soccer ground before the start of the match by simply filling short form and making a payment. One can bet on winners, goal scorers, time of scoring, etc. etc. And, the practice seems to be very popular not only for soccer but for all sorts of events. It is one sure way to reduce illegal betting and associated match-fixing that goes on in other countries like India.

Netanyahu: Here,Iran secret nuclear files.

Israeli Prime Minister Benjamin Netanyahu has revealed what he says are “secret nuclear files” proving Iran covertly pursued nuclear weapons.
Speaking at Israel’s defence ministry, He said thousands of pages of material obtained by Israel showed Iran had deceived the world by denying it had ever sought nuclear weapons.
Iran agreed in 2015 to curb its nuclear energy programme in return for the lifting of sanctions. It maintained that it had only been pursuing nuclear energy.
US President Donald Trump has long threatened to scrap the deal, which was reached under his predecessor, Barack Obama.
Speaking from Israel’s defence ministry in Tel Aviv, Netanyahu showed off what he said were “exact copies” of documents obtained by Israeli intelligence from a secret storage facility in Tehran. There were, he said, 55,000 pages of evidence and a further 55,000 files on 183 CDs. “Here’s what the files included: incriminating documents, incriminating charts, incriminating presentations, incriminating blueprints, incriminating photos, incriminating videos and more,” he said.
“These files conclusively prove that Iran was brazenly lying when it said it never had a nuclear weapons programme,” he added.
The files had been shared with the US, Netanyahu said, and would be submitted to the International Atomic Energy Agency.

Inder Mohan Singh, Sr. Vice President of Shiromani Akali Dal Delhi said that the way by which an ‘Internal Complaints Redressal Committee’ for redressal of complaints of Sexual harassment at workplace was constituted by the Delhi Sikh Gurdwara Management Committee (DSGMC) recently on 25th April proves that the office-bearers are not at all serious about the safety of women. While making allegations in this regard, Mr. Singh informed that the management has constituted a 4 members Redressal Committee headed by a lady Superintendent, a Typist & a class-IV level Sewadarni of DSGMC along with a N.G.O. lady. S. Inder Mohan Singh while declaring this Redressal Committee merely as mimicry asked the DSGMC management whether this Superintendent level Committee is competent to inquire into the allegations of sexual harassment & women molestation leveled against their senior officers ? Whether the recommendations made by these junior employees against their senior officers will be legal in the eyes of law ? Mr. Singh asked where is the office of this Redressal Committee and whether publically announcing the residential addresses & mobile numbers of this Committee in the Office Order will not be a threat to the safety of these women Committee members ? S. Inder Mohan Singh said that only top most senior officers should have been included in the Internal Redressal Committee, but presently police cases have been registered against 3 suspended top officers of DSGMC for sexual harassment & women molestation, which is very unfortunate & pathetic for a religious body like DSGMC.

Cambodia general election

Cambodian Prime Minister Samdech Techo Hun Sen said on Monday that there would be no any postponement to the general election, which is scheduled for July 29 this year.
“For the election, there is no any moving backwards, and there is no any postponement to happen,” he said in a speech during a university graduation ceremony here.
He said the government vowed to insure the safety for the election, and the ruling Cambodian People’s Party (CPP) would comply with all procedures and regulations set out by the National Election Committee.
The National Election Committee on Monday began registering political parties for the upcoming election and the registration will run until May 14.

Macron, Rouhani to coordinate Iran Nuke

French President Emmanuel Macron and his Iranian counterpart Hassan Rouhani agreed to work together in the coming weeks to preserve the 2015 Iran nuclear agreement, according to a statement released by the French presidency.
In their hour-long conversation, Macron hoped that the achievements of the negotiations would be preserved and discussions opened on three additional subjects, the Elysee Palace said, citing Iran’s ballistic missile program, its nuclear activities beyond 2025, and the main crises in the Middle East.
The French president has been making efforts to salvage the Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action, which the United States has threatened to leave under President Donald Trump.

i) Mandatory testing from TEC by which all mobiles (imported or locally made) would need a TEC Certificate from 1.10.2018. The specifications for testing are being made now and known as Essential Requirements(ER). There are issues on series/test procedures/test fees/time lines/absence of labs etc.
ii) SAR test is not mandatory, but based on self certificate. But lots of members are forced to pay 500-1000 USD for each consignment/model.
iii) UAP is not mandatory, but several members are forced to pay 1000 US $
iv) ROHS certificate is not mandatory, but lots of members are forced to pay heavy fees every time.
v) IPv 6 certificate is not mandatory, but lots of members are paying heavy fees for its certificate.

vii) Each member is supposed to have a password for their GSMA account, but seldom members have and in that absence they depend on someone else and pay fees and remain out of touch of GSMA. Tripura Assembly Election Expenditure and Vote Share Analysis

According to Section 78 of the Representation of the People Act, 1951, every contesting Winner has to lodge a true copy of his election expenses within 30 days from the date of declaration of result of election, with the District Election Officer in all States and Union Territories. Tripura Election Watch and Association for Democratic Reforms (ADR) have analyzed all 60 election expenditure statements submitted after the Tripura 2018 Assembly for newly elected MLAs.  The expenditure limit for the Winners during the Tripura Assembly elections was Rs. 20 lakhs. These election expense documents include details of expenses on public meeting and processions, campaigning through electronic and print media, expense on campaign workers, expense on vehicles used and expense on campaign materials.
Recommendations:
1.       Each Winner is required to file his election expenditure statement within 30 days of the results of the elections, the deadline in case of the Tripura Assembly Elections being the 3rd April, 2018. It is recommended that the Abstract Expenditure Statement (Annexure 15) of the Winners is uploaded on the website of the CEO within 72 hours of the receipt of the statement.
2.       The deadline for filing an election petition against any Winner is 45 days after the declaration of the results. Generally, Winners submit their election expenditure statements towards the end of the 30 days given for submission of the statements. This leaves 15 days for any common citizen to file an election petition against any Winner. The deadline for filing an election petition should be increased in order to give the citizens time to scrutinize the election expenditure statements of the Winners and gather the relevant documents/proof etc. for the election petition.
3.       As has been instated in the filing of affidavits during the elections, the Winners should not be allowed to keep any field blank on the Abstract Election Expenditure statement (Annexure 15) and Schedule 1 to 9. The statements must be filled in a legible format and overwriting of amounts in the statement should be discouraged.

Rohingya Refugee Camps Face ‘Life Threatening’

Cox’s Bazar – Work by aid agencies in Bangladesh’s Rohingya refugee camps to create life-saving access routes and prepare people for floods, landslides and other disasters ahead of the upcoming monsoon and cyclone season is under imminent threat unless urgent funding is secured in the next six weeks, according to IOM, the UN Migration Agency.
Without new funding, the lives of tens of thousands of people who flooded into the camps in southern Bangladesh to flee violence in Myanmar triggered in August last year will be put at risk, the agency says.
Almost a million Rohingya refugees are currently living under tarpaulins in Cox’s Bazar district, on steep, sandy slopes denuded of vegetation. At least 120,000 have been identified as being at the high risk from floods and landslides triggered by heavy rain. Of these 25,000 have been have been identified as at the highest risk from landslides. But without aid, many will have to remain in their current hazardous locations. Hundreds of thousands of others will also be at risk if roads become impassible and vital aid supplies and medical services cannot get through.
Tarpaulin stocks are also rapidly running out and IOM, which oversees shelter distribution, reports that by mid-May supplies will fall below critical levels. Without funding for more stock, at-risk families will not receive new shelters and no replacements will be available for those whose homes are damaged or destroyed during storms.
Other IOM vital services at serious risk unless more financial support is forthcoming include water, sanitation and hygiene (WASH) activities. Without ongoing WASH projects, safe water supply systems could collapse and overflowing latrines could put hundreds of thousands of refugees at risk from waterborne diseases.
IOM, which has appealed for USD 182 million to provide aid in Cox’s Bazar through December 2018, is currently facing a funding shortfall of almost USD 151 million. The overall joint response plan of all agencies, which called for USD 951 million, has currently secured just nine per of that amount.
“Aid staff on the ground are working flat out to improve shelters, stabilize ground, secure key access roads and have emergency response services readied to save lives if the worst happens. But the harsh truth is that we cannot keep doing that if we do not have the funds,” said John McCue, IOM’s Senior Operations Coordinator in Cox’s Bazar.
“We cannot wait for funding to come in after the emergency is over and possibly preventable tragedies have occurred. We need to be able to act now if lives are to be saved.”
The scale of the response in Cox’s Bazar – the world’s biggest refugee settlement – and the prospect of an emergency within an emergency when the monsoon and cyclone seasons hit, means that aid agencies are working together in close coordination to avert the threat of a large scale of loss of life.
IOM, WFP and UNHCR are working alongside other agencies and the government of Bangladesh on a range of measures to prepare for the severe weather challenges ahead. Shared projects include machinery hubs to keep vital access ways open, disaster response mechanisms, and preparing safer land for the relocation of those most at threat from landslides.
For IOM, critical activities now at risk of being halted because of the lack of funding include shelter, WASH, camp development and management, and vital health services.
The nature of the response means agencies and the government are reliant on each other to ensure effective delivery of life-saving services through common pipelines and shared activities. Lack of funding for any key agency or sector could have a catastrophic impact across the entire response.
“With so many critical sectors already on the brink of being suspended because of lack of funds, we have no time to lose,” warned McCue. “If significant funding is not secured in the next few weeks to keep operations running, there is a high likelihood that many children, women and men may die, when they could have otherwise been saved.”
Life-saving IOM activities ahead of the monsoon about to run out of funding include:
Camp Management and Development: Analysis shows floods and landslides will put hundreds of thousands of lives at risk and cause severe access challenges to a population entirely reliant on aid. Ongoing work to improve grounds conditions and build community resilience to prepare for emergencies is vital. Without funding to support their relocation, tens of thousands of people identified at grave risk of being directly hit by landslides will have no option but to remain where they are.
Shelter: As lead agency on shelter, IOM is now rolling out 120,000 upgrade kits through a common pipeline and training refugees to strengthen their shelters ahead of monsoon. Without immediate funding, stocks of tarpaulins will fall below the minimum levels of 40,000 pieces by mid-May. That will mean no new shelters for at risk families relocated from landslide areas, or for those whose homes are damaged or destroyed by storms.
Health: IOM health teams currently directly serve almost 80,000 people a month and support partner organisations to reach many more. If funding shortages forces the end of services, it will result in an immediate increase in preventable deaths, and put vast numbers of people at risk of deadly outbreaks, particularly of waterborne diseases.
Needs and Population Monitoring: IOM’s programme is the only actor with systems in place to rapidly respond to emergency events, analyze immediate needs, and swiftly share data with relevant organisations. NPM provides technical support to tackle small scale incidents in the camps on a 24-hour basis and assess a large-scale disaster scenario within 72 hours. Without this service, the ability to help those hit by landslides and floods will be drastically reduced.

Prime Minister Narendra Modi on Sunday said that Centre was taking initiatives to develop infrastructure for Buddhist tourism in an attempt to connect Southeast Asia to the important Buddhist sites in the country.
” We are developing infrastructure for Buddhist tourism, which is going to connect Southeast Asia with the important Buddhist sites of India. I am also very pleased that the government is a partner in the restoration of many Buddhist temples which also includes the centuries old Anand Temple in Bagan, Myanmar,” Modi said in his monthly radio programme “Mann Ki Baat”.
Buddhism has  forged a link between India and many Asian countries like China, Japan, Korea, Thailand, Cambodia, and Myanmar where Lord Buddha’s preachings were of their tradition.
” Today, when there is confrontation and human suffering prevalent everywhere in the world, Lord Buddha’s teachings show the way to rid hatred from the world with compassion. I wish people all over the world who revere Lord Buddha and believe in the principles of his compassion, an auspicious Buddha Purnima,” Modi said.

32nd Federation Cup

Bengaluru, 29th April 2018: The prestigious 32nd Federation Cup will be held at the District Sports Authority in Chittoor, Andhra Pradesh from 1st to 6th May 2018. The best club/state teams from the top 8 states in both the Men’s and Women’s category with addition of the hosts Andhra Pradesh will participate in this 6 day long tournament.  The championship is being organised by the Basketball Association in Andhra Pradesh under the aegis of the Basketball Federation of India.
Uttarakhand (ONGC) Men and Chattisgarh Women are the defending champions from the previous version of the championship. Madhya Pradesh has withdrawn from the women’s event paving the way for the entry of Karnataka which had finished ninth at the Senior National Basketball Championship at Puducherry last year. Except for Eastern Railway, the inter Railway championship winner, the remaining eight teams will comprise of the regular State squads in the women’s section. Among the men, the champion unit/club will represent the respective State in the competition.
The winner of the men’s championship will represent India in the Asian Champions Cup, the venue and dates for which are yet to be finalised.

Dr Saud bin Mohammed Al Sati has worked in the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia for over two decades. He completed his Bachelor’s degree from King Abdul Aziz University in Jeddah and got appointed as an attaché to the Ministry of Foreign Affairs in 1989. He received his Master’s degree in Public Administration (1993) and Political Science (1994) from the University of Southern California, Los Angeles. He completed his PhD in International Politics from the same university in 1998. He has held various positions in the Ministry of Foreign Affairs and served in the United States, the United Kingdom and Egypt.
Since January 2012, he has been serving as the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to India. In his illustrious career, he has participated in various international forums including Davos Economic conference in Switzerland, Tallberg Forum in Sweden, Wilton Park in Britain, GCC European Dialogue conference at Menton in France and the sixth Heart of Asia Ministerial conference in Amritsar, India. He is married and has three children. He is fluent in Arabic and English.

Sanjay Singh is an alumnus of Delhi University, from where obtained a Masters in Physics. He joined the Indian Foreign Service in 1976 and served in Indian Missions in Mexico, Germany, Ghana and France and in the Ministry of External Affairs, New Delhi. He was Director in the Office of the External Affairs Minister and Joint Secretary and Head of Division dealing with Latin American Countries.  From October 1997 to June 2001, he was India’s Consul General in Ho Chi Minh City and from July 2001 to August 2004, Deputy Chief of Mission in Paris. He held charge in the Ministry as Joint Secretary and Additional Secretary (Gulf) from March 2005 to March 2009.
He was India’s Ambassador to Iran from March 2009 to March 2011.  He took over as Secretary (East) in the Ministry of External Affairs in March 2011 and retired in end April 2013. Since retirement he has been working with thinktanks on issues related to foreign affairs and was President of the Association of Indian Diplomats. He has been following developments in West Asia and India’s relations with the region closely and participating in numerous activities related to the study of West Asia.

Amber Rudd Resigns

British Home Secretary Amber Rudd resigned Sunday night after two weeks of intense pressure in a wrangle over immigration quotas.
PM office spokesperson said Prime Minister Theresa May has accepted the resignation of Rudd.
Rudd was appointed to one of the key jobs in May’s front bench after former prime minister David Cameron resigned in 2016 over the result of the EU referendum. May had been Home Secretary in Cameron’s government.
The decision will be seen as a bitter blow to May who saw Rudd as one of her strongest allies.
Rudd has faced intensive and continued attacks for several weeks after it was revealed that thousands of people who traveled to Britain in the 1960s from the Caribbean region faced possible deportation over their status, even though they had been granted British citizenship in the 1970s.

The wrangle intensified over the past few days over leaked memos purporting to show Rudd was aware of Home Office targets to deport illegal immigrants from Britain.
Rudd faced calls from the main opposition Labour Party as well as other minority parties to quit, but her cabinet colleagues backed her.
She had been scheduled to face what was expecting to be a bruising grilling Monday in the House of Commons over the leaked memos. One of the most damning memos was published in full Sunday by the Guardian newspaper.
