Bihar MPs: Rural Development Programs of Bihar

Vilasrao Deshmukh takes stock of the implementation of Rural Development Programs with All party MPs from Bihar:The Union Minister of Rural Development Shri Vilasrao Deshmukh met over 25 Members of Parliament (MPs) from Bihar to discuss the progress of implementation of flagship programs in the state. In the first such interaction with leaders from all the political parties in the state, Mr. Deshmukh shared the views of the elected representatives regarding the rural employment, rural roads, rural housing and rural drinking water in the state and assured all possible help from the centre in the effective implementation of the programs. Cutting across party lines, the MPs expressed concern over the performance under the various flagship programs of the ministry in the state and urged the Union Minister to consider the issues in the larger interest of the rural masses in Bihar. The meeting scheduled for one hour went on for over for over three and a half hours with animated exchange of views from each of the participating MPs.

One of the major issues which came up for discussion was the Pradhan Mantri Gram Sadak Yojana. Finalizing the core network and release of grant to the state for enhancing rural connectivity was emphasized during the meeting. The role of central agencies implementing the construction of rural roads and cost escalation in the project also came up for discussion. Shri Deshmukh told the MPs that the ministry has always taken a positive stand for the benefit of the rural people and will not lag behind in its commitments.

The MPs said there is an urgent need to define the role of local MPs in the implementation of the flagship programs. They labelled the existing VMCs in the district as toothless tiger and said there is an urgent need to overhaul the system so that they can contribute in a more effective manner to monitor the progress in their constituency. The Minister agreed with their views and said that it is high time MPs be given their due place in smooth and effective running of the flagship programs.

Some of the MPs lamented the poor progress under Mahatma Gandhi NREGA in the state. While others said the availability of banking services and payment of wages in time have been major roadblocks in MGNREGA. Shri Deshmukh said that the Ministry is committed to ensure transparency and accountability in the implementation of MGNREGA across the country. Concerns were also raised regarding the construction of dwelling units under Indira Awas Yojana and its quality. The Minister said these issues are being looked into and efforts are on to streamline the process so that the benefits of inclusive growth reach out to the needy and the poor in time.

Union Minister of Sate for Rural Development Shri pradeep Jain Aditya was present on this occasion. The leaders included Shri Ramvilas Paswan, Syed Shahnawaz Hussain, Shivanand Tiwary, Kirti Azad,Uday Singh, Sushil Kumar Singh, Maulana Asararul Haque, Mangani Lal Mandal,Rajneeti Prasad,Purnamasi Ram, Mahabali Singh,Maheshwar Hazari,Sushil Kumar Singh, Upendra Kushwaha,Baijnath Prasad,Nikhil Kumar,Captain Jai Narayan Nishad, Kaushalendra Kuamr, Ujjawala Roy and Vishwamohan Kumar among others.
