GUVNL Sold 40,084 MU 2000-01, 60,454 MU 2010-11 – 4.2% Growth Rate
 
In this Bubble Buster GERC documents disclose just 51% growth in 10 years of Narendra Modi rule. This translated in to 4.2% growth rate.
 
GERC also disclose Narendra Modi barely added 293 MW Capacity in 10 years.
 
But even more damaging – in last 4 years GSECL, the State Generator of Gujarat, generation declined from 29241 MU in 2007-08 to 27775 MU in 2010-11.
 
Most of the State Units are 20 years or older.
 
Gujarat power sector like other Industries is practically sold out to private sector.
 
2.4 For the year 2000-01 the Board projected the total energy requirement of 40084 MUs with the projected T&D losses of 21%. This energy requirement was
proposed to be met to the extent of 21898 MUs by GEB generation, 8168 MUs by purchase of power from Central Generating Stations, 9548 MUs from the
IPPs, 250 Mus from CPPs, 209.08 MUs from sanction holders and 10 Mus from Gujarat Electricity Regulatory Commission non-conventional sources. While the average cost of generation of the GEB worked out to be Rs. 2.12 per kwh, the average cost of power purchases from all sources worked out to be Rs. 2.92 per kwh.

Objection 2: Poor Capacity Addition by the petitioner
 
The capacity addition by the petitioner during the last ten years is given below:

Against the capacity addition of 293 MW in the last three years the petitioner has scrapped six units of Dhuvaran Oil Power Station with total capacity of 534 MW. This has created a deficit of 241 MW in the last ten years. Moreover, the petitioner has planned capacity addition of 5000 MWs, which will be commissioned after 2014. Till then, the petitioner has to purchase power from Independent Power Producers (IPPs) at exorbitant rates putting additional burden on consumers.
 
Objection 3: Deteriorating Performance of the petitioner
 
The Objector has submitted that the performance of plants being operated by the petitioner, including plants under Power Purchase Agreement has deteriorated. The following table highlights the deteriorating performance of the petitioner from FY 2007-08 to FY 2010-11.
