NITI AAYOG’S THREE YEAR ACTION AGENDA

NITI Aayog’s Three Year Action Agenda was unveiled by Finance Minister Sh. Arun Jaitley, along with Minister of State for Petroleum and Natural Gas Sh. Dharmendra Pradhan and NITI Aayog Vice Chairman Dr. Arvind Panagariya. The document charts an ambitious, transformational yet achievable Action Agenda for the government during 2017-18 to 2019-20, that constitute the last three years of the Fourteenth Finance Commission. The Agenda is a part of a longer-term Fifteen-year Vision and Seven-year Strategy outlined in a separate document. The Action Agenda proposes a path to achieve all-round development of India and its people.
 
A brief outline of the subjects covered in the document is provided below:
 
Part I: Medium-Term Revenue and Expenditure Framework
 
Part I presents expenditure proposals for three years based on revenue forecasts. This exercise has been limited to the Central government. The Action Agenda proposes linking Central government expenditures to future priorities. It suggests shifting the composition of expenditures by allocating a larger proportion of additional revenues that become available over time to high-priority sectors. Under the proposed agenda, the share of non-developmental revenue expenditure in total expenditure would decline from 47% in 2015-16 to 41% in 2019-20. At the same time, the share of capital expenditure, which is more likely to promote development, would rise significantly. The proposals imply substantial expansion in expenditures by 2019-20 on education, health, agriculture, rural development, defence, railways, roads and other categories of capital expenditure.
 
Part II: Economic Transformations in Major Sectors
 
This part includes two chapters, one dealing with agriculture, which is the backbone of the rural economy, and the other focuses on industry and services in which the key issue is the creation of well-paid jobs.
 
Part III: Regional Development
 
Part III focus on urban, rural and regional development, respectively. Urbanization is an integral part of modernization. Often, urban centres such as Mumbai and Shanghai are home to the organised sector activities. But even when these activities locate in rural areas, they quickly turn the latter urban. Accordingly, the Action Agenda spells out how we can facilitate urbanization in the country. Key challenges faced by the urban sector include affordable housing, infrastructure development, public transport, promotion of Swachh Bharat, reform of urban land markets and waste management.
 
Part IV: Growth Enablers
 
Part IV discusses how to enhance the contribution of a number of growth enablers. These include infrastructure, digital connectivity, Public Private Partnerships (PPPs), energy, science and technology and creation of an effective innovation ecosystem. Infrastructure development is one of the most crucial elements of economic transformation. The development of transport and connectivity infrastructure, including the roadways, railways, shipping & ports, in-land waterways and civil aviation. The challenges faced in this sector include physical capacity constraints, severe modal imbalances and a lack of holistic planning, maintenance and safety.
 
 
Part V: Government
 
Part V considers issues related to the government such as governance, taxation, competition and regulation. It discusses rebalancing the government’s role in favour of public services and away from manufacturing. It also recommends reforms in the civil service, and electoral process. It suggests actions to eliminate corruption and black money, which have emerged as important policy priorities. Finally, the chapter offers suggestions for strengthening federalism and bringing states to the forefront of reform agenda.
 
 
Part VI: Social Sectors
 
Part VI of the Action Agenda turns to education, skill development, health and issues facing specific groups such as Scheduled Castes, Scheduled Tribes, women, children, differently abled and senior citizens. Education, skill development and health contribute to the creation of a productive workforce. Addressing the needs of all members of society is critical for inclusive growth of the country.
 
Part VII: Sustainability
 
The last part of the Action Agenda, Part VII, turns to environmental sustainability. It focus to address the high levels of air pollution in the cities, black carbon pollution indoors from the use of biomass fuels in cooking, massive volumes of solid waste in urban areas and deforestation. On the one hand, it emphasized to strengthen and streamline regulatory structures governing sustainability of the environment while on the other we must remove hurdles that adversely impact growth without protecting the environment.

ED ARRESTS MEAT EXPORTER MOIN QURESHI

The Enforcement Directorate, ED, has arrested controversial meat exporter Moin Qureshi in connection with its money laundering probe against him and others. Sources said, Qureshi was arrested late last night from New Delhi after he was called for questioning in the case.
The meat exporter has been arrested under the provisions of the Prevention of Money Laundering Act (PMLA) and will be produced before a court today.
Police said that Qureshi was not cooperating in the probe. He has been questioned multiple times in the past by the agency which is probing Qureshi after it registered two FIRs under the PMLA.
The meat exporter is also facing probes by the I-T department and the CBI for alleged tax evasion, money laundering and corruption among others.

PULWAMA; TERROR ENCOUNTER DEATH TOLL EIGHT

Jammu & Kashmir, the death toll in the ongoing anti militancy operation at district police lines Pulwama in south Kashmir has reached eight. Another holed up terrorist was killed while two Special Police Officers (SPOs) of J&K Police and Nursing Orderly employee were also killed during the ongoing encounter within DPL premises since early morning today. Officials said four other security personnel were also injured during the encounter so far.
Earlier in the initial round of firing, three security forces personnel including two CRPF personnel and one J&K police man were martyred after unknown militants stormed the DPL in the wee hours today. One terrorist was also killed. Four others including one JKP and three CRPF personnel were injured who were evacuated to the Army’s Base Hospital in Srinagar.
Local news agencies quoted Jaish e Mohammad militant outfit claiming responsibility of the DPL fidayeen attack. The DPL Pulwama is considered as high security zone as it houses Special Operations Group (SOG) camp of J&K Police that normally remains part of all counter militancy operations. The DPL also houses family residential quarters of police personnel. The family members of police personnel were evacuated early. Besides, Deputy Commissioner Office, SP Office, Army, CRPF camps and IB office are in its neighbourhood.
Internet services remained suspended in Pulwama district as a precautionary measure to prevent law and order situation following the attack. The Pulwama-Shopian highway connecting two southern districts of Pulwama and Shopian, has also been closed for vehicular traffic.

PEACE PREVAILING IN THE STATE OF HARAYNA

Haryana Government today said peace is prevailing throughout the state and no incident has occurred anywhere after 6.30 pm yesterday. Chief Secretary, Mr. D.S. Dhesi, said curfew has been relaxed in Sirsa and Panchkula, and all security arrangements have been made ahead of the announcement of the quantum of sentence to the Dera Sacha Sauda chief, Gurmeet Ram Rahim Singh, by the CBI court on Monday. He said that 101 companies of paramilitary have been deployed in the state and six columns of the Army have been deployed in Panchkula, and four in Sirsa.
Addressing a joint press conference with the Additional Chief Secretary, Home, Mr. Ram Niwas, and Director General of Police, Mr. B.S. Sandhu at Chandigarh today, Mr Dhesi said that total 8 FIRs including two cases of sedition have been registered against Dera supporters and 524 persons arrests have been made.
He said that police have recovered one AK47 rifle and one Mauser from a vehicle of a Dera follower, and two rifles and five pistols from another vehicle during the operations. Eight different FIRs have been registered against the Dera followers.
Haryana government today said that there in no plan to send Army in the Dera Sachha Sauda headquarter in Sirsa. Chief Secretary D S Dhesi said in Chandigarh that reports by some news channels about sending Army in Dera are not based on facts. Major General R L Poonia also clarified at Sirsa in a press conference today that Army has not entered the Dera. He said that Army had staged a flag march upto Dera headquarters and appealed to the people to leave the premises and not to indulge in any unlawful activity.

DIRECTOR GENERAL VISIT BOOSTS UN MIGRATION AGENCY, CHINA COOPERATION

Beijing – Ambassador William Lacy Swing, IOM Director General, this week visited China at the invitation of the Government of China. The five-day visit on 20–24 August marked the one-year anniversary of China’s membership of IOM, the UN Migration Agency.
During the visit, DG Swing met with the State Counsellor, Yang Jiechi, to discuss ways to further enhance bilateral relations between IOM and China. Topics included the migration implications of initiatives including the One Belt and One Road (OBOR) Initiative and the Global Compact for Migration (GCM).
He also held meetings with the Ministries of Foreign Affairs, Public Security, Civil Affairs, Commerce, and the National Health and Family Planning Commission. During the visit, he also signed a new Country Agreement and witnessed the signing of a Memorandum of Understanding on the health and development of migrant populations.
At a meeting with Hu Chenjie, Alibaba Group Vice President, he discussed private sector partnerships and possible future cooperation with the IT giant, especially regarding facilitating international travel for Chinese nationals.
Yesterday (24/8), DG Swing joined Minister Li Bin at the opening of the 1st International Forum on New Urbanization, Health and Social Integration organized by China’s National Health and Family Planning Commission in cooperation with IOM. WHO Director General Dr. Tedros Adhanom Ghebreyesus participated by video link.
China hosts the largest migrant population in the world and its rapid urbanization has had a profound and lasting impact on local and national public health services.
Speaking at the Forum, DG Swing highlighted the importance of partnerships and coordination in addressing challenges relating to the health and well-being of migrants. “We need to work together to better understand the health aspects of mobility, to develop complementarities and to strengthen multi-sectoral collaboration,” he said. “Health is an essential component of sustainable development and, like migration itself, is not a problem to be solved but an opportunity to be managed.”
