Uttar Pradesh Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 4823 out of 4853 candidates who have contested in the Uttar Pradesh 2017 Assembly Elections. 31 candidates were not analysed due to unclear affidavit available on the ECI website at the time of making this report. The following is a consolidated summary of the same.

Criminal Background

·       Candidates with Criminal Cases: Out of the 4823 candidates analysed in 2017859 (18%) candidates have declared criminal cases against themselves. Out of 6590 candidates analysed during Uttar Pradesh Assembly elections in 20121278 (19%) candidates had declared criminal cases against themselves.
·         Candidates with Serious Criminal Cases: 704 (15%) candidates have declared serious criminal cases including cases related to Rape,murder, attempt to murder, kidnapping, culpable homicide, communal disharmonyelectoral violationscrimes against womenetc.Out of 6590 candidates analysed during Uttar Pradesh Assembly elections in 2012557 (8%) Candidates had declared serious criminal cases against themselves.
·         Candidates with cases related to murder62 candidates have declared cases related to murder (Indian Penal Code Section-302).
·         Candidates with cases related to Attempt to Murder: 148 candidates have declared cases of attempt to murder (IPC Section-307).
·         Candidates with cases related to Crimes against Women: 38 candidates have declared cases related to crimes against women.  Out of 38 candidates 10 candidates have declared cases related to rape (IPC Section-376).
·         Candidates with cases related to Kidnapping: 34 candidates have declared cases related to kidnapping.
·         Candidates with cases related to communal disharmony: 22 candidates have declared cases related to communal disharmony.
·         Candidates with cases related to electoral violations: 63 candidates have declared cases related to electoral violations.
·         Party wise Candidates with Criminal Cases: 150 (38%) out of 400 candidates from Bahujan Samaj Party (BSP)137 (36%) out of 383 candidates from Bhartiya Janta Party (BJP), 113 (37%) out of 307 candidates from Samajwadi Party (SP)56 (20%) out of 276candidates fielded by Rashtriya Lok Dal (RLD), 36 (32%) out of 114 candidates from Indian National Congress (INC), and 150 (10%) out of 1453 Independent candidates have declared criminal cases against themselves in their affidavits.
·         Party wise Candidates with Serious Criminal Cases123 (31%) out of 400 candidates from BSP100 (26%) out of 383 candidates from BJP88 (29%) out of 307 candidates from SP48 (17%) out of 276 candidates fielded by RLD, 25 (22%) out of 114 candidates fielded by INC and 134 (9%) out of 1453 Independent candidates have declared criminal cases against themselves in their affidavits.


·         Red Alert Constituencies*: 152 (38%) constituencies in the Uttar Pradesh assembly elections have 3 or more candidates with declared criminal cases.
*Red Alert Constituencies are those which have 3 or more candidates with criminal cases contesting elections.

·         Crorepati CandidatesOut of the 4823 candidates analysed1457 (30%) are crorepatis. Out of 6590 candidates analysed duringUttar Pradesh 2012 assembly elections, 1319 (20%) candidates were crorepatis.

·         Party wise Crorepati Candidates: 335 (84%) out of 400 fielded by BSP302 (79%) out of 383 candidates from BJP243 (79%) out of 307 candidates from SP99 (36%) out of 276 candidates from RLD, 75 (66%) out of 114 candidates fielded by INC, 24 (30%)out of 80 candidates fielded by Lok Dal, 17 (25%) out of 68 candidates fielded by Peace Party, 3 (10%) out of 30 candidates of NCP and182 (13%) out of 1453 Independent candidates have declared assets worth more than Rs. 1 crore.
·         Average assets: The average of assets per candidate contesting in the Uttar Pradesh Assembly Elections 2016 is Rs 1.91 Crore.
·         Party wise average assets: Among major parties, the average assets per candidate for 400 BSP candidates is Rs 6.27 Crores383 BJPcandidates have average assets of Rs 5.00 Crores, 307 SP candidates have average assets worth Rs 4.38 Crores, 276 RLD candidates have average assets worth Rs 1.98 Crore114 INC candidates have average assets worth Rs 6.30 Crores, 80 Lok Dal candidates have average assets worth Rs 1.34 Crore, average assets of 68 Peace Party candidates are Rs 86.94 Lakhs, 69 CPI candidates have average assets of Rs 37.42 Lakhs and 1453 Independent candidates have average assets of Rs. 70.33 Lakhs.

·         Education details of candidates: 1991 (41%) candidates have declared their educational qualification to be between 5th pass and 12thpass, while 2299 (48%) candidates have declared having an educational qualification of graduate and above. 356 (7%) candidates have declared themselves to be just literate and 54 candidates are  Iliterates
·         Age details of candidates: 3334 (69%) candidates have declared their age to be between 25 and 50 years while 1440 (30%) candidates have declared their age to be between 51 and 80 years. While candidates have declared they are more than 80 years old, 40 candidates have not disclosed their age details and 2 candidates decleared their age below 24 years.
Gender details of candidates: 445 (9%) women candidates are contesting in the Uttar Pradesh assembly election this year.  Out of 6590 candidates analysed in the Uttar Pradesh Assembly elections 2012527 (8%) candidates were women.
