Lok Satta's media release has covered five major issues;-

Demand for exemplary punishment for Mr. A. Raja, former Communications Minister, and all others.
Nation should debate ways and means of strengthening institution of Prime Minister particularly in an era of coalition Governments.
Prime Minister should have sacked Mr. Raja and ordered his prosecution thereby abdicated his responsibility.
The Prime Minister ought to have taken the risk of dissolving the Lok Sabha and seeking a fresh mandate thereby did not show the courage to lead the country.
In current nature of politics, coalition partners weaken the Prime Minister and paralyze administration.
Let us first be realistic because if we are not, we may not find the right answers to the problem;-

Unholy coalition governments based on only for power sharing on the basis of arthmatic numbers in parliament and state assemblies are a reality.
Unholy alliances between parties to win elections is a reality.
Money/muscle power and vote bank politics is a reality.

We must also realise that the above is happening not alone by the choice of political parties but due to the incentive mechanism created by the parliamentary system of government formation coupled with first-past-the-post (FPTP) system of election and undemocratic political parties.

We request all of you to go through the attached 100 page document to appreciate this. We urge you all that if we raise debate we must find time to go in to details and there fore we request you to go through this document carefully.

Coming back to the issue of the Prime Minister, what Lok Satta is saying is that he is guilty of abdicating his responsibility by not sacking Raja in time and so on....and for not taking firm stand on the issue of spectrum..................rather..he came under pressure of coalition politics.

Therefore suggestion promoted by Lok Satta is can we debate ways and means of strengthening institution of Prime Minister.

One possible solution could be, can we have law, which allows the Prime Minister, once elected by Lok Sabha, to choose his own cabinet not necessarily from the members of parliament. This law is possible as with Lok Satta's effort in 2003, we got a law which now limits the size of cabinet.
Another suggestion could be to have law to have only two parties, but given the completely undemocratic nature of political parties, this could be dangerous.
Another suggestion could be to have presidential form, but we need to consider the merits and demerits of this in light of that Indian society worships power and feudalism and can give birth to dictatorship through presidential system.


We must also realise that we as Indians are equally guilty of abdication of our duty and responsibility of engaging ourselves in democracy, politics and electoral politics as we did prior to Independence and two decades thereafter. While the prime minister shall be punished for abdication of his duty, we all should be punished for abdication of our responsibility. Our punishment is in having repeatedly people like the week Dr. Singh, Shri A. Raja, Shri Pappu Yadav and like many who are sitting in parliament and assemblies.

Lok Satta has now ground experience as NGO for 10 years and 5 years as political party. The best and brightest and educated middle classes are shying away in engaging themselves with democracy in any meaningful way.
