Opposition to corner UPA in Budget Session

Opposition parties are gearing up to corner the govt during Parliament's Budget Session on a host of issues, including NCTC, and target the UPA for alleged trampling of federalism and Centre-state ties.
An all-party meeting convened by Lok Sabha Speaker Meira Kumar in New Delhi on Monday saw Opposition leaders raising a variety of issues including repeated attacks by the Centre on the federal structure of the Constitution, demand for white paper on black money and violation of the Model Code by several Union ministers.

Leader of the Opposition Sushma Swaraj complained about the short duration of the first phase of the Budget Session at a time when the Opposition has plans to raise several issues.

The three-month long session will begin on 12th March and continue till 22nd May.

Finance Minister Pranab Mukherjee will present the General Budget on 16th March and Parliament will adjourn on 30th March to enable Standing Committees to examine the Demand for Grants of various ministries and prepare their reports. The second phase of the session begins on 24th April.

Leaders of the Trinamool Congress, Samajwadi Party and AIADMK demanded a discussion in Parliament on Centre-state relations, citing the recent move to set up a National Counter Terrorism Centre which many chief ministers feel is a violation of the principles of federalism.

"The Central government is not respecting the sentiments of the states. It is interfering in the rights of the states and usurping their powers," AIADMK leader M Thambidurai told reporters in New Delhi on Monday.

Thambidurai said true federalism must be adopted in letter and spirit as is laid down in the Constitution.

"This issue needs to be discussed in Parliament so that states' rights are protected," he said.

Swaraj said the BJP will also give a Calling Attention notice for discussion on Norwegian government separating two kids from an Indian couple.

Parliamentary Affairs Minister Pawan Kumar Bansal said the government was ready to discuss any issue the Opposition was keen on raising but sought to underline the financial business on agenda like the passage of the Union Budget.

"They did talk of federalism and there was an accusation that the government was impinging on the rights of the states. There is some sort of a contradiction here. The same person (who raised the issue of federalism) wanted the Centre to provide drinking water to everyone in his state," Bansal said.

He said while water was a state subject the Centre was also making efforts towards this.

The Trinamool Congress and AIADMK leaders also sought increase in outlays for states from the Centre.

Swaraj and SP leader Shailedra Kumar said their parties want a discussion in Parliament on the issue of violation of the Model Code of Conduct by Union ministers and their defiance of the Election Commission during the recently concluded elections in five states.

The Leader of the Opposition said the demand for a 'white paper' on black money assumed greater importance in the wake of CBI Director A P Singh's statement.

Singh had said that the black money in the country was pegged at Rs 5,000 crore.

European Quartet countries are gearing up to attract Indian visitors
Delhi, 28 February 2012
CzechTourism in India commenced a new season by organising an annual roadshow for four Central European countries under the brand European Quartet – Czech Republic, Hungary, Poland and Slovakia. Events held in Mumbai, Bangalore, Chennai and Delhi hosted till now the largest representation of these upcoming European countries. Over four days 23 suppliers and representatives met more than 300 Indian tour operators and agents.

The roadshow was a great opportunity for trade partners to present new tourist products, to open a new platform for new business ties and strengthening already ongoing collaborations. The increase interest about the Czech Republic thanks to the release of the Rockstar movie shot in Prague in 2010 have facilitate the major awareness about the destination not only among the travel trade but especially among the travellers. “The Czech Republic Tourist Authority - CzechTourism is already seriously focused on promoting the Czech Republic to Indian visitors since the end of 2010.  Already during 2011 we have seen a progressive growth, and all the indicators are showing that this trend will continue in the upcoming middle term period. I believe that presenting all four countries in the wider perspective of the Central European region, will definitely help to improve the awareness and to intensify the ongoing promotion of the Czech Republic”, said Radka Neumannova, director of CzechTourism in India.

The Indian travel industry in fact predicts the shift of interest to the new and less explored European destinations like Czech Republic, Hungary, Poland and Slovakia. The initiatives to present the region under the unique brand of European Quartet was highly appreciated by travel trade. The growing potential of Indian market has been as well recognised by many european suppliers, which have confirmed to conduct individual sales missions to India to strengthen their positions and partnerships on Indian market. H.E. Mr. Miloslav Stasek Ambassador of the Czech Republic to India said, „During the last year we have witnessed the growing interest of Czech companies to enter an Indian market, and this trend is also reflecting in the tourism industry. In fact this year the delegation of DMC´s and hotels on the mission in India has double the number of participants in comparison with last years. Indian growing economical potential brings more and more tourist to European countries and the Czech Republic is definitely an attractive option not only for leisure but also for business travellers. The collaboration of Central European countries under the brand of European Quartet has proven to be effective as it allows effectively target the potential travellers and as well bring more strength to the marketing efforts.”

While leisure travellers is a typical segment for all the four countries, over past year there has been a significant growth of MICE and business events in the European Quartet countries. India definitely ranks among the most important markets for all countries of European Quartet, and to develop that potential there other marketing activities will be conducted during 2012 – particularly study tours, marketing campaigns focused on the promotion of all European Quartet countries and as well of the Czech Republic.

Prez presents National Tourism Awards

President Pratibha Devisingh Patil gave away the tourism awards for the year 2010-11 in the national capital on Wednesday.

This year the ministry has introduced two new categories of awards- 'Best Heritage City' and 'Best Heritage Walk'.
Speaking on the occasion, she said that India's rich cultural heritage and natural beauty endows it with tremendous potential for tourism.
The president remarked that the tourism sector can be a major driver for economic growth and development of the country.
She also pointed out that the sector has a huge job potential and can provide work opportunity to both skilled and semi skilled workers.
Advocating the need for "responsible tourism", President Pratibha Patil today said tourists have to be handled in accordance with the country's cultural tradition and environment.
She said tourism also entails regular conservation efforts, so that heritage sites are well preserved and maintained.
"Tourism needs to be responsible which means that the foot prints of tourists have to be handled in a manner that respects cultural traditions and protects fragile eco-systems," Patil said while giving away national tourism awards here.
Tourism Ministry presents national tourism awards to various segments of the travel, tourism and hospitality industry every year.
Highlighting the importance of tourism, she said it is an important element of promoting understanding between peoples and about different cultures.
"It promotes people-to-people contacts. Tourism in fact, is one of the windows of the country to outside world".
"Our efforts, therefore, must not be only to give travellers an idea of what the country is but also what it is capable of."
Referring to the Internet and microblogging sites, she asked the tourism industry to explore how new technology can be used to generate great interest amongst people and to encourage them to travel.
"Tourism has greatly benefited from new technologies. E-tickets and e-bookings have made it more convenient for international travellers. Visitors are now sharing their experiences on new social media platforms, creating perceptions about the place that they have visited," Patil said.
Taking note of the tourism sector's contribution to economy, the President said, "It is a sector which contributes significantly to the GDP. The great advantage of the tourism sector lies in its capacity to generate employment for not only specialised managerial and hospitality skills but it also provides livelihood opportunities for other skilled and semi-skilled personnel".
"Tourism generates many more jobs for relatively less investment unlike several other sectors," he said.
Referring to the tourist arrivals in other countries Patil said, "There are countries like France and Spain where annual foreign tourist arrivals are higher that their local populations."
Describing India's tourism potential as "immense", she said, "The World Travel and Tourism Council has ranked India as a tourism hot-spot with a very high growth possibility in the coming years."
Referring to the ministry's Atithi Devo Bhava campaign, she said in India it is ingrained in our culture.
However, she said in order to ensure sustained growth in tourism sector, an adequate infrastructure is needed.
"Five-star hotels are preferred by the high end tourist but there is a growing middle class that is now travelling. They look for good and clean accommodation and affordable rates," she said.
She asked the hotel industry to look at the needs and requirements of different types of visitors and ensure quality services.
Lauding the initiatives of the ministry, Patil said efforts are underway to increase India's share of world tourist arrivals to 1 per cent by the end of the 12th Five-Year Plan.
Currently, India's share of world tourist arrivals is 0.6 per cent.
The Ministry has set a target of 11 million of foreign tourist arrivals by 2016 from 5.78 million in 2010 and 1.49 billion domestic tourists from the present level of 740 million.
"To achieve the targets, naturally a multi-pronged approach would be necessary to ensure that the experience of the tourist is pleasant, hassle-free and enriching one," she said.
She also stressed on proper connectivity through railways, air and highways as essential as accommodation facilities which cater to various budgets.
Describing India's tourism potential as "immense" she said, "It is a country with many exquisite locations, a diverse culture with many colourful festivals and a rich variety of traditional arts and crafts, food and customs."

UN Responsibilities Far Outstrip Funding

Core funding for the organization has risen just threefold in four decades, as mandatory contributions from the United States and other member countries lag.
Washington, D.C.----The United Nations' core budget in 2011 was US$2.2 billion, down from a peak of $2.5 billion in 2009 and miniscule compared to the $66 billion budget of the UN's host city, New York. The funds available to the key international organization have not kept pace with the expansion of the UN's duties since its founding in 1945, according to a new report published by the Worldwatch Institute for its Vital Signs Online publication.

The report reveals a disconcerting shift in the sources of UN funding. The level of voluntary contributions from the organization's wealthier member nations, including the United States, Germany, and Japan, is growing, helping to fund the core budget and various UN agencies and programs. Yet mandatory payments from all member nations are lagging: they account for just 14-18 percent of UN funds, down from 20-25 percent during the 1970s through 1990s. In effect, wealthier nations use their financial leverage to sidestep the regular UN decision making process, the report notes.

"The shift away from mandatory payments and toward voluntary contributions reflects the rich member nations' preference for agenda-setting through bilateral pressure, rather than democratic voting," write report authors Michael Renner and James Paul. "In this way, UN finance is increasingly a reflection of a world divided between countries of vastly different resources, priorities, and global aspirations."

The report finds that private sources, including foundations and businesses, are increasingly funding UN operations. Many governments and experts are critical of this trend because they claim that private funding introduces external influences over the organization's regular governance process.

The UN's core or "regular" budget, which covers ongoing costs like staff salaries, meeting expenses, travel, security, conflict mediation, and human rights activities, among other tasks, is funded entirely by mandatory national payments. In 1971, this budget was $157 million, and it has grown almost 14-fold since then in nominal terms. But in real terms (i.e., when adjusted for inflation), the budget has grown only threefold----not nearly enough to keep up with multiplying program mandates and the complexities that accompany a much-expanded membership, according to the report.

Beyond the "regular" UN budget are the much larger peacekeeping budget and specialized agency budgets. In the 2011-12 budget year, the UN peacekeeping budget was $7.8 billion. Funding for specialized UN programs and agencies like the World Health Organization, the Children's Fund (UNICEF), and the UN Development Programme totaled about $20 billion in 2011. In total, the UN system's in 2011 amounted to about $30 billion.

Further highlights from the report:
  • UN member states' individual military spending in 2010 totaled $1.6 trillion, more than 200 times the UN's current annual peacekeeping spending of $7.8 billion.
  • The poorer UN states, voting in the G-77 bloc, favor more UN activity in the social and economic field, while the rich countries generally prefer an emphasis on peacekeeping.
  • In part because of budgetary shortcomings, the UN Environment Programme (UNEP) has failed to establish a strong international presence since its 1972 founding: in 2010, UNEP received just over $205 million, less than 1 percent of total UN funding.
  • At the end of May 2011, the United States owed the UN regular and peacekeeping budgets a total of $1.3 billion in arrears, or 42 percent of the total for all member states.
